I am sorry, but in the bannercomponent I can't find a possibility to enter an url (only in the field "click URL"but that is not relevant I think)

In the component Banner i have banners clients categories...
I do have working banners, but a not-working stoppressbanner...

Try adding a Click URL

Are you using SEF?

If so.. check the link to nocookies.js...

If you are useing SEF change the link into this:
www.yoursite.com/modules/mod_stop_press_...ppressb/nocookies.js

I didn't use SEF (I use it now...) so that wasn't the problem I think...
